Whereas I'm proud of my entire War in Fountain series, there are a couple posts that are either lazy or where I don't spend enough time explaining my analysis. That last post is a case of both.
First the lazy stuff. Although not in the article itself, I did make a comment to the post that Goonswarm gained Deklein on its own. Technically they did, but they didn't actually have to fight for it. Tau Ceti, sick of nullsec, simply dropped sovereignty and gave it to Goonswarm. I just made a lazy assumption, and didn't bother checking it out first.
My argument though was a comparison to Test Alliance, who have never done anything on their own, and who have relied heavily on others to reach their objectives. I still stand by that.
Pre-CFC, Goonswarm often had to stand on its own. It had very few allies who they didn't have to pay. Much of what Goonswarm built, it built on its own, without assistance. Test Alliance, on the other hand, has built next to nothing on its own (except the alliance itself.) Goonswarm has a strong work ethic, Test seems to have next to none.
Test is also difficult to motivate over the long haul. Sure, they were motivated at the start of the war, but that gradually dropped off to the point where their allies were becoming annoyed that Test was becoming a minority in their own defense fleets. When you're moving house and friends come over to help, you don't sit back drinking beers while those friends do all the heavy lifting.
In this day and age, everybody needs friends. Which is why Goonswarm created the CFC. The difference between Test and Goons, is that Goons pull their weight in a coalition. Test, they seem to want to coast and skate by.

So, about Delve.
There'll be no sov taking. No structure shooting. Basically, Delve will remain a thunderdome. CFC will remain in the area to harass Test Alliance and seek out gudfites.
Since Delve won't be a sovereignty war, I wouldn't be surprised to see Test's erstwhile Pals switch sides and start attacking them again, the same as it was pre-Fountain. (There's certainly a level of annoyance from PL and N3 towards Test currently.) If Test is looking to regroup and rebuild, they're going to have a lot of distractions during the process.
Keeping forces down south to guerilla on Delve also serves the purpose of protecting any backdoor invasions into Fountain. It keeps alliances from getting any strange ideas.
Actually, there might be one system that Goonswarm will actively try to take. That is NOL-M9. Mostly to kick a little sand in Test's face, and to say "If we wanted you out of Delve, we could kick you out." And there have been some jokes circling about saving Mister Vee's Cruor, which has apparently been stuck in the NOL-M9 station for many many months, and he would like it back.
Delve sounds like a good plan to me. Taking Delve sov is not all that important. I would hope that we'll at least hassle all the moon holdings there, whether owned by Pizza or Test. Some structure shooting isn't terrible. They bring out fights, and it would be cool to keep anybody from earning any moon goo moolah in the region.
